Money Changing
Money may be exchanged for any denomination for a fee of 2%. This fee may be avoided by being a member of a bank or a trade guild.
Government
The city of Jora is ruled by an elite council of 11 nobles. The Council appoints all of the major positions in the city save those of the clergy.
The High Treasurer presides over the city’s bureaucracy. This bureaucracy is devoted primarily to the maintenance of the city treasury and the collection of taxes.
The High Masistrate presides over the city’s court system. He appoints lesser magistrates for each of the city’s districts.
The Commander of the Watch presides over the city’s militia and local enforcement of the Council’s law.
The laws of Kuskar are usually described as “just, but harsh”. There is little room for rehabilitation or tolerance for repeated crimes in Kuskar. Thieves are also considered anathema, being branded upon the first offense and having their hands removed upon further offenses. Capital punishment is usually reserved for treason, murder, assaults against the nobility, and magical coercion.
Kuskar is a signer of the Athanasius Pact.
Slavery is outlawed, however most of the common folk in Kuskar are indentured servants or serfs of one type or another.
Points of Interest
The Voivode, Andras Meszaros, holds court with the Golden Council in the main palace at the center of the city.
The Temple of the Three, a complex dedicated to the Daodari sect of Mazranism, stands adjacent to the palace and overlooks the city.
