Government

The city of Qualera is ruled by the Hold Lord, who is elected every 5 years by the registered “holders” of the city. A registered “holder” must sign a document testifying that they have lived or own property within Vesoth for at least 1 year previous. The document is co-signed by another holder. A one-time fee of 5 gp is then paid to be put on the rolls.

The Hold Lord appoints all of the major positions in the city save those of the clergy.

The Treasurer presides over the city’s bureaucracy. This bureaucracy is devoted primarily to the maintenance of the city treasury and the collection of taxes. The Treasurer is also the keeper of all the city’s records.

The High Magistrate presides over the city’s court system. He appoints lesser magistrates for each of the city’s districts.

The Watch Lord presides over the city’s militia, including the Harbor Watch.

The Constable maintains order and is responsible for the local enforcement of the law.

The Harbormaster collects duties and fees from ships for the Treasurer.
