Gambling Laws for Kalimsport and Ornis
There are two sets of laws that govern gambling and games of chance in Kalimsport—the laws of Ornis and the laws of the Overlord. The laws of Ornis are fairly broad and are applicable by social class and station, whereas the laws of the Overlord are more specific and applicable by situation and setting. As a practical matter, when in conflict, the laws of the Overlord tend to supersede those of the Ornish crown—so long as sedition and treason are not on the menu and the Ornish officials are not in the mood to flex their political “muscle.”
Ornish Gambling Laws
- Gambling, betting, games of chance, and other such pursuits are restricted to the soldiery, the nobility, and the landed classes. Such frivolity is unseemly for the common man.
- Gambling, betting, games of chance, and other such pursuits are prohibited by women. Such frivolity is unseemly for the fairer sex.
- The soldiery is restricted to losses of no more than 20 gold pieces per day.
- The soldiery is restricted to games of dice, cards, and martial prowess (but may not bet on duels).
- Oathbreakers and renegers on bets will be punished—from pillory to hanging, depending on the nature of the oath and the will of the magistrate.
Kalimsport Gambling Laws
- Anyone may operate a “friendly” game of dice, cards, etc. without intrusion from City officials. A “friendly” game is defined as having a pot of no more than 20 gold pieces and no more than 8 participants.
- Games with more than 8 participants, or pots of more than 20 gold pieces are considered “House” games and fall under the dictates of the gambling laws.
- The proprietor of a House game must register the game with the Gambler’s Guild of Kalimsport. To do so, they must follow all rules and regulations of the Guild and pay any and all Guild fees associated with registration.
- The proprietor of a House game must either be of the landed classes or a tenant landholder.
- The proprietor of a House game may be called upon by City officials to produce their sanctioned Guild papers at any time.
- Hosting an unsanctioned House game is punishable by fines and imprisonment.
- Participating in an unsanctioned House game is punishable by fines or imprisonment.
- The collection of debts for a House game is the responsibility of the House proprietor, though they can call upon the aid of the Gambler’s Guild. However, she does have legal recourse to call upon Ornish law in this regard, citing oathbreaking and reneging, as it is a legally sanctioned game.
- Anyone may engage in a “friendly” wager of no more than 10 gold pieces without intrusion from City officials.
- Wagers over 10 gold pieces are considered “Heavy wagers” and fall under the dictates of the gambling laws.
- Wagers over 10 gold pieces should be brokered by a member of the Gambler’s Guild of Kalimsport. To secure a broker, contact the Guild and follow all rules and regulations of the Guild and pay and all Guild fees associated with securing their services.
- The parties associated with the wager must be adults of the age of consent (at least 16 years of age in Kalimsport).
- The wagering parties then make the wager with the broker as witness. The wager is recorded in the log book of the Guild.
- Should the losing party fail to comply with their end of the bargain, the Guild will take steps to help the winning party attain recompense.
- Unbrokered “Heavy wagers” are prohibited by Kalimsport law and are not only unprotected by the Guild but are punishable by heavy fines.
- Brokering “Heavy wagers” outside of the Guild is prohibited by law and punishable by fines and imprisonment.
